As Greater Melbourne’s floodplain manager, Melbourne Water plays a critical role in supporting Victoria’s housing ambitions. Two years since launching our Housing Roadmap, we’ve made strong progress in enabling faster, smarter, and more resilient development.

This anniversary scorecard highlights our achievements and outlines the next phase of work. It reflects our commitment to practical, collaborative reform that delivers real outcomes for the housing sector and the communities we serve.

Three key takeaways from this update:

  1. We’re shifting from reactive to proactive planning – embedding flood resilience early in the development process to reduce delays and improve certainty.
  2. We’re building stronger partnerships across government and industry – aligning infrastructure delivery, planning priorities, and service standards to unlock housing faster.
  3. We’re using data and digital tools to drive smarter decisions – from self-certification to climate-informed modelling, we’re modernising how floodplain management supports growth.

As we look ahead, we’ll continue to evolve our approach to stay aligned with sector needs, policy reform, and community expectations.
