A draft Elster Creek Litter Action Plan has been developed, led by Glen Eira City Council. It sets out a clear and practical roadmap to reduce litter across the catchment, and has been informed by active community groups and collaboration partners.
If you live, work or play in the Elster Creek catchment, we’re inviting you to have your say on the draft Plan so we can refine it and make sure it reflects your aspirations. Your feedback will also guide how we deliver the Plan and its actions – working together to create meaningful change and lasting impact.

About the Elster Creek Catchment
The Elster Creek Catchment is an urbanised area that drains through Elster Creek into Port Phillip Bay.
In all urban catchments, managing litter is an ongoing challenge. Litter from shopping strips, parklands, construction sites and industrial areas is carried by rain or wind into local drains that connect to our waterways.
To protect our waterways and bay environments, it doesn’t make sense to simply ‘catch litter at the end’. Instead, we must put effort into stopping litter at the source: preventing it from getting washed into our stormwater drainage systems in the first place.
