The Victorian Planning Authority (VPA) is preparing the Melton East Precinct Structure Plan (Melton PSP). The Melton East PSP outlines the layout of roads, housing, shopping centres, public transport corridors and other key infrastructure for new communities.
As part of the VPA’s process, Melbourne Water has prepared a draft concept drainage strategy for future urban development within the Melton East PSP area. This is an engineering plan that identifies the infrastructure and assets needed to meet current standards for flood protection, water quality, waterway health and amenity. It also informs:
- land requirements for drainage and waterways within the Melton East PSP
- financial contributions from developers to fund this infrastructure, which are determined at a later stage
- broader drainage strategies, known as Development Services Schemes (DSSs), for the catchments containing the precincts.
The VPA prepares precinct structure plans (PSPs), which are land use and infrastructure plans that guide the development of an area over time. A PSP sets out the preferred locations of residential and employment land and infrastructure, and provides guidance for:

A draft concept drainage strategy is a conceptual design (as opposed to a functional or detailed design) for the drainage assets needed at the precinct scale. It:
- is a drainage engineering plan for Melbourne Water’s preferred conceptual drainage option, which ensures environmental values of waterways are protected and new developments meet current standards for drainage and flood protection
- informs the areas of the PSP required for waterways and drainage infrastructure
- does not include financial contributions, which will be determined at a later stage in the development process.
Once the planning phase has concluded (i.e. the PSP has been gazetted and incorporated into the Planning Scheme), the concept drainage strategy is finalised into a Development Services Scheme.
Whenever planning schemes are amended or land in growth areas is rezoned, Melbourne Water needs to develop a Development Services Scheme (DSS).
While DSSs are informed and guided by urban planning outcomes set out under PSPs, they are implemented and managed separately by Melbourne Water in accordance with its responsibilities and obligations under the Water Act 1989.
DSSs provide for:
- a plan of proposed concept drainage infrastructure (including stormwater quality treatment facilities) needed to service future urban development
- a financial contribution that developers pay to Melbourne Water in order to fund the infrastructure.
DSSs exist in most growth areas planned for development – there are about 150 active DSSs across Melbourne.
In preparing a DSS, Melbourne Water undertakes a comprehensive assessment to determine whether proposed development gives rise to any specific drainage requirements. This work informs precinct planning and enables informed and responsible development.

Developers of land within a DSS may be required to pay developer financial contributions. Contributions which are collected by Melbourne Water are used solely to fund and deliver drainage infrastructure under the DSS. Land which is not zoned for urban development will usually not attract development contributions.
The collection of developer contributions provides:
- a guide to the expected cost of implementing sufficient drainage infrastructure for the PSP area
- a fair way of sharing the costs of drainage infrastructure needed for urban development within the PSP area.
Each DSS is designed to be cost-neutral over the expected life of the scheme, with the contribution calculated on the basis of the net developable area and the rate, quantity and quality of stormwater run-off.
Development contributions are essential in ensuring that Melbourne Water can continue protecting and improving waterways and drainage infrastructure throughout Greater Melbourne.

We work with local councils and government to ensure that appropriate drainage and stormwater management infrastructure is in place to protect people and property from flooding, and to protect our waterways and bays.
As part of the VPA PSP process, we have prepared a draft concept drainage strategy with the aim of ensuring there is adequate drainage infrastructure for future development of Melton East.
The VPA has now released the draft PSP for public consultation. Accordingly, the public is provided with the opportunity to provide feedback in relation to the concept drainage strategy. Any feedback will be considered by Melbourne Water in finalising the concept drainage strategy for the purposes of the PSP consultation process and in developing the DSSs for Melton East.
How to provide feedback
You can provide feedback on the draft concept drainage strategy by making a formal submission to the VPA via the Engage Victoria website (Melton East PSP).
All submissions relating to drainage will be forwarded to Melbourne Water for review and comment. The VPA will also consider these submissions, and may refer them to their Projects Standing Advisory Committee (SAC) for consideration and advice as part of a future public hearing process.
What happens next
After the PSP public consultation and any SAC hearing process has concluded, the following processes may take place:
- On any recommendations made by the SAC and supported by the VPA, the concept drainage strategy assets may be updated before the PSP is gazetted
- When the PSP is gazetted, preliminary DSS rates will be adopted
- Final DSS rates will be adopted once consultation on the remaining DSSs is complete (i.e. after gazettal of the PSP)
- Melbourne Water will inform all affected landowners of any DSS rate updates.
