The strategy is an engineering plan that identifies the assets needed to meet current standards for flood protection, water quality, waterway health and amenity.
It also informs:
- land requirements for drainage and waterways within the Merrimu Precinct Structure Plan (PSP)
- financial contributions from developers to fund this infrastructure, which are determined at a later stage
- broader catchment drainage strategies, known as Development Services Schemes (DSSs).
The draft concept drainage strategy is one of many strategies informing the PSP, as drainage assets are often next to other major infrastructure. Learn more about the urban planning process.

The drainage strategy is at the concept design stage. Initial scheme alignment and sizing design was prepared by Alluvium, who were engaged by Melbourne Water to assist with the design of proposed drainage infrastructure.

Public consultation is now underway
Provide feedback on the draft Merrimu PSP and concept drainage strategy: make a formal submission to the VPA by 5pm, Thursday 9 April.
The Victorian Planning Authority (VPA) will forward all submissions on drainage to Melbourne Water for review and comment. They will also consider these submissions, and may refer them to their Projects Standing Advisory Committee (SAC) for consideration and advice as part of a future public hearing process.
What happens next
After the public consultation (and hearing process, if referred to the SAC), the concept drainage strategy may be updated on any SAC recommendations supported by the VPA.
Once the PSP is gazetted:
- preliminary DSS rates will be adopted
- final DSS rates will be adopted once consultation on the outstanding components of the DSSs is complete
- Melbourne Water will inform all affected landowners of any DSS rate updates.
